8 Apr, 2008, 0313 hrs IST,Niranjan Bharati, TNN

Reliance Industries (RIL) and Bhel are in talks to form a joint venture (JV) for setting up solar fab units. The development comes close on the heels of the Mukesh Ambani Group company’s plan to invest over Rs 30,000 crore in the chip manufacturing business. While RIL is scouting for partners for setting up two fab units, Bhel is looking for a strategic partner to venture into equipment manufacturing for solar power.

“We have received a communication from the Prime Minister’s Office (PMO) in this regard and may go in for a JV with Reliance Industries,” Bhel chairman and managing director K Ravi Kumar told ET. When contacted, an RIL spokesperson said the company is still evaluating options for the solar fab units. “We will make an announcement once we finalise plans,” said the official.

The proposed JV is likely to venture into manufacturing of other small and medium equipment for solar power apart from the solar photo voltaic (SPV) cells. The JV would also look for small and mid-sized acquisitions in the international market for solar power, a source in the PMO said.

The partners-in-waiting have not finalised the financial and technical details for the proposed JV and would firm up the plans in the next couple of months. The JV company would be eligible for capital subsidies and tax concessions for the solar fab units, a cost of Rs 11,631 crore.

The solar fab unit is proposed to be set up at Jamnagar in Gujarat, while the company is in talks with the state government of Maharashtra, Andhra Pradesh and Haryana to finalise the site for the semiconductor fab, according to details available with the government.

It has also taken over the battery manufacturing facility in Bahrain and the production there is expected to commence by end of April, the filing added.

Time Technoplast had earlier said that the total investment in Bahrain project would be USD 10 million over the next three years and would be financed through a mix of equity contribution from NED and overseas debts.

Steel firms may pay 200% more for coking coal

BS Reporter / Kolkata April 07, 2008

The prices of coking coal, which accounts for 50% of the raw material cost for steel producers, are expected to go up by over 200% in the current fiscal.

Industry sources said Posco, the world’s fourth largest steelmaker, has just settled contracts at prices 205-210% higher than the previous level of $98 per tonne.

Posco’s contract with Australian miners, effective April 1, would hold good for Indian steel producers importing coking coal primarily from Australia.

C G Patel, director (commercial), Rashtriya Ispat Nigam (RINL), said the last contract price was between $94-98 per tonne, which implies that increase in prices is to the tune of Rs 8,000 per tonne for domestic producers.

"Add to it an increase in ocean freight rate by $25-$35 per tonne, and the increase in cost would be close to Rs 9,000 per tonne," he added.

RINL has no captive mines and imports its entire coking coal requirements from Australia.

Industry sources pointed out that the cost increase being calculated had not factored in the iron ore contracts, which were imminent. "The cost push on account of coking coal is over and above the Rs 6,000 per tonne cost, which has not been recovered by the industry," said sources. Iron ore accounts for 35-40% of the cost of steel production.

US employers slash 80,000 jobs in March

4 Apr, 2008, 2201 hrs IST, AGENCIES

WASHINGTON: Employers buffeted by talk of recession slashed 80,000 jobs in March, the most in five years and the third straight month of losses.

At the same time, the national unemployment rate rose from 4.8 per cent to 5.1 per cent, the clearest signal yet that the economy might already be shrinking.

The new snapshot of the job market, released by the Labor Department Friday, underscored the damage that a trio of crises in the housing,
credit and financial sectors — has inflicted on companies, jobseekers and the economy as a whole.

"The labor market has indeed turned south," said Joel Naroff, president of Naroff Economic Advisors. "That was the one last bastion of hope to stay out of a recession. Now the question is how deep and how long will it last?"

The unemployment rate was the highest since September 2005, when significant job losses followed the devastating blows of
Gulf Coast hurricanes.

Job losses were widespread in March. Construction, manufacturing, retailing, financial services and various business services all racked up losses. That overwhelmed gains elsewhere, including in education and health care, leisure and hospitality as well as in government.

On Wall Street, stocks fell, with the Dow Jones industrials down more than 30 points in morning trading.

The new employment figures were much weaker than economists were expecting. They were anticipating a drop of 50,000 payroll jobs and the unemployment rate to rise to 5 percent.

The 5.1 percent rate, while relatively modest by historical standards, was the highest in 2 1/2 years.

Job cuts in both January and February turned out to be even deeper. Employers got rid of 76,000 in each month. The elimination of 80,000 jobs in March was the most since March 2003, when the labor market was still struggling to recover from the 2001 recession.

"We don't like to see one job lost, let alone 80,000," Commerce Secretary Carlos Gutierrez said in an interview with a news agency. "These are challenging times," he said. Gutierrez was hopeful that economy would turn around in the second half of this year given relief efforts by the government and the Federal Reserve. "We'll get through this."

The economy is suffering the effects of a housing collapse, a credit crunch and a
financial system in turmoil. That's causing people and businesses to hunker down, crimping spending, capital investment and hiring. Those things in turn further weaken the economy in what has become a vicious cycle.

For the first time, Federal Reserve Chairman Ben Bernanke acknowledged Wednesday that the country could be heading toward a recession, saying federal policymakers are "fighting against the wind" in combating it. Many other economists and the public believe the recession already has arrived.

Bernanke wouldn't tip his hand about the Fed's next move. However, many economists believe the
central bank will lower interest rates again when they meet later this month, and they said Friday's employment report would justify another reduction perhaps by half a point.

The Fed has taken a number of extraordinary actions recently — slashing
interest rates, providing financial backing to JP Morgan's takeover of troubled Bear Stearns and opening an emergency lending program for big investment houses. All the actions are ultimately aimed at limiting damage to the national economy.

With a public on edge, Congress, the White House and presidential contenders are scrambling to come up with their own relief plans even as they engage in a political blame game.

In March, construction companies cut 51,000 jobs, factories eliminated 48,000 positions, retailers cut payrolls by more than 12,000. Professional and businesses services lost 35,000 jobs and temporary help firms cut nearly 22,000 jobs. Financial firms chopped 5,000 jobs.

When government hiring was removed, the numbers looked even worse. Private employers shed 98,000 jobs in March.

With the pace of hiring slowing down, the number of unemployed people increased to 7.8 million in March; workers with jobs saw only modest wage gains at the same time.

Average hourly earnings for jobholders rose to $17.86 in March, a 0.3 percent increase from the previous month. That matched economists' forecasts. Over the past 12 months, wages grew 3.6 percent. With lofty energy and food prices, workers may feel like their paychecks are shrinking.

Many analysts believe the economy shrank in the first three months of this year and could still be ebbing now. The government will release its estimate of first-quarter
economic growth later this month. Under one rough rule, if the economy contracts for six straight months it is considered in a recession.

Bernanke and the Bush administration, however, are hopeful the economy will improve in the second half of this year, helped by the government's $168 billion stimulus package of tax rebates for people and tax breaks for businesses, as well as the Fed's rate reductions.

Still, even Bernanke predicted this week that the unemployment rate would rise in the months ahead. Some analysts say it could climb to 5.5 percent or higher by year's end.

Capital goods and power stocks declined. Bharat Heavy Electricals (Bhel) and HDFC were major losers whereas Ranbaxy Laboratories and Tata Steel were top gainers from the Sensex pack. The market breadth was weak. European markets which opened after Indian market, were in green.

India's wholesale price index (WPI) rose 7% in the 12 months to 22 March 2008, accelerating from the previous week's rise of 6.68%. The rate is the highest since 4 December 2004. Prospects of further monetary tightening by the Reserve Bank of India (RBI) following a surge in inflation is a cause for concern at a time when the already high rates are pinching the domestic industry. The surge in inflation has triggered fears that RBI my raise cash reserve ratio (CRR). An increase in CRR would suck out liquidity immediately pushing up the cost of funds and thereby curbing demand.

The market breadth was weak: on BSE 808 shares advanced as compared to 1823 that declined. 66 shares remained unchanged.

As per the provisional figues on NSE, foreign funds sold shares worth Rs 848.57 crore today 4 April 2008 and domestic funds bought shares worth Rs 579.84 crore.

US stocks edged up on Thursday, after a report that Merrill Lynch & Co does not need to raise more capital eased fears of a deeper credit crisis and offset concern that monthly jobs data would point to a recession. The Dow Jones Industrial Average gained 20.20 points or 0.16% at 12,626.03. The tech-laden Nasdaq Composite index rose 1.90 points or 0.08% to 2,363.30.

Stock-specific activity may rule the roost on the bourses in the near term depending on the guidance given by company managements for FY 2009 (year ending March 2009) at the time of announcing Q4 March 2008 results. VW's Polo to be priced around Rs 4 lakh

Volkaswagen is expected to price its small car Polo above Rs 4 lakh, and is planning to import premium models Phaeton and Touareg from May.

Volkswagen will start production from its Chakan plant near Pune from January 2009. Joerg Mueller, president, Volkswagen India, said: "We will manufacture the small car Polo at the Chakan plant from 2010, and the car would be priced around Rs 4.35 lakh. The concept car Up, presented at the Delhi Auto Expo in January, is in the process of development. It would be the smallest possible car by Volkswagen, and could be priced around Rs 1.80 lakh."

He added that Volkswagen has no plans to compete with existing small car brands like Maruti 800 or Nano. "We are developing Up in a completely different way, and the technology is totally different from the one being used by Indian brands. Up is just a concept car, and we won't launch it before 2012," he said.

Mueller pointed out that Jetta would be on the Indian roads from May-end or June. "We have priced Jetta between Rs 13 lakh and Rs 15 lakh, and it would be assembled at the Aurangabad plant. Two other cars, Phaeton and Touareg, would soon be fully imported," he added.
